Why not both :)
Fuel cost to brought it in line with the increased fuel income.
And a setup time (or immobile during the scan, as Uhu said) to give the opponents a chance to destroy the IR-HT. Because when I try to flank the HT with infantry, all you need is to press instantly the reverse gear :D

Indeed, mostly of the time you just see them press reverse and whoop there the IR HT goes. 10 fuel and set up time will be good enough to fix it. And as I mentioned earlier, a bit slower scan

Definitely kinda unfair, many people ignore it but still it's an issue, I've always used it a lot in 2v2 and it gives such a huge advantage for barely any cost, needs cost increase or cooldown, besides I think that a maphack vehicle was a bad idea from the start and doesn't belong into the game.

I think it is damaging to the game and does not encourage diverse gameplay.

Why bother flanking when there's a HT that can spot you through the fog of war and four buildings. They know you're coming so you have to just try and overwhelm them....

and all they have to do is hit reverse and that IR HT is gone even if you get a good jump on it:\
