Revert heavy tanks popcap 19 to 25

This change was almost on the same level as uncontrolable R-move introduction.
In late game It gives a popcap advantage for heavy player over a medium player. That can ussualy be a much needed TD.

I understand that with 25 cap heavy player often wont be able to reinforce his squads but its ok since there will be no imbalance as medium player cant do it either.

1 normal heavy slightly better than 2 normal mediums all things considered. 2 mediums - 28 popcap. Why the hell heavy should be 19 and heavy like panther 16.
Revert it plz. Thank you

panter is nothing of that.
panter is a heavy-, heavy 0.8 etc. Its hp/armor/size is a lot closer to heavy than to best medium.
Issue here isnt panter .

then check wiki on key word panther tank. see if tell you panther is heavy or medium, it define at medium, so it is medium.

KV8,KV1 and Churchill are heavy tanks should they be 25 pop cap too
