entity > cover_ext > tp_heavy > safety_value = 0.5
What does this value do exactly? Does it just multiply against the entity's target_size/received_accuracy?

Nope, pretty sure it's for the AI to reference when it determines where it should be taking cover. It might also be deprecated and do nothing.
