Symmetry is not a solution, you can make a perfectly symmetric map and it could be unbalanced just because some factions can use that layout much better than others.
For example Semoisky is mostly symmetrical but very unbalanced just because of the small detail of the number of windows in the houses at bridges cutoffs, because some factions don't have an easy way to degarrison them in the early game and because factions that rely on at guns have a hard time on urban maps, symmetry isn't gonna fix much of that.
Map balance is just a matter of making small changes and testing them, the smallest detail can make a map playable or unplayable, they just have to put some dedication into it...
