I found another ninja change, The sturm officer reinforce cost for ober models is now 35 as opposed to 30.
The Units themselves got buffed but the cost change was not stated in the patch notes and is not reflected in the inital cost of the unit

I don't know why they keep ninja-nerfing the Sturm Offizier every now and then. If I remember right the last big patch had also ninja nerfs for this unit. I am just surprised because I didn't hear anyone complain about it.

It's not a nerf. The Bodyguards got buffed, and as such their cost went up.

They are. Great unit that officer. I especially love the Fear Propaganda Artillery ability he has. Granted its only one unit but nothing says LOL then when two STs are charging in and you force retreat one 
The PTRS's are fine as they are. Whenever i'm up against Guard Infantry, I always have to be careful with my vehicles or the Guards will completely destroy them. Good range, good damage and fairly cheap; if anything, the PTRS should nerfed since it's ridiculously good for the price. Even in the hands of Conscripts, the PTRS's are extremely potent.
