Downloading the CoH2 Beta and noticed that steam's also trying to update coh1, is that in preparation for the move to steamworks?

Well the official date is the 8th of April, bur I'm sure they have started migrating to the new server already

Nope that's what we call a magic useless update, it downloads random files to your computer then it deletes them. It's pretty awesome.

Really? Was it to do with the previos server switch, perhaps something going haywire?

You'll have to let it run.
It is related to Steam converting your files to a new format, then realizing that something is wrong (even though the game launches and runs perfectly!) and starting a complete re-download.
