There's an achievement named
"Torched - Upgrade 30 Penal Battalions with flamethrowers and kill 300 infantry with Penal Battalions"
This achievement can't be unlocked because relic has withdrawn flamethrower upgrade with Penal. Please fix this issue. Remove that achievement.

These achievements can still be unlocked while using mods which re-add this content. The All Units mod for example re-adds Irregulars, all types of Partisans and the Penal Flamethrower
