I forget where but I head as early as the second week of December. The balance team is under a very tight scheduled so any further updates will be most likely fine tuning.

Patch notes are referencing "finalizing" changes so I assume they are aiming to release it this month. They also aren't changing much in the last few iterations except for the 11th hour call-in meta nerf. (Which you would think they'd want to test for longer but *shrug*)

Na, because at 16 december we have the finale from the 2vs2 cup
So patch will be after the cup.

I wouldnt worry a lot about the release date, just worry about giving as much feedback as possible so that the patch is the best it can be.
