Maxims, while working quite well with proper circumstances, they have annoying problems like spinning in place, dead loops, and not being able to use the magic hmg tp. They are popular because they are a better option than the other core units. Nerf them, but fix them first.
Also with that firing arc they are quite delicate, if you nerf them more than needed they are going to be heavily useless.

It would not be the only one.
Though, it would be pretty powerful for crowd control against infantry. I don't think it would be a good idea.
Are you seriously comparing the Bofors to the FlaK Emplacement? Not to mention that the Ostwind still does not suppress, and never has. The bow MG can gain suppression with bulletins, but that still isn't 360 degrees (in fact it is 30° to the front of the vehicle, and even smaller arc than the Maxim).
P.S.: On a side note, the .50 cal HMG has a faster set-up time than the Maxim. Make of that what you will...
