I was just trying out the game after a long long pause from it and I tried out the Oberkommando West. The game was a four player skirmish game with me allied with a Wehrmacht AI easy against two US Forces AI easy. When I placed the first HQ wagon, an allied unit of pioneers shot at it with their flamethrowers for a long time. At one point they went off but they came back to shoot at it again. It was only after I repaired it that they finally stopped though there could be several reasons to why they stopped shooting at it.
Have others tried this?

You can manually aim with some weapons held by units such as Zooks, Shreks and Flamethrows by using attack ground. he was probably just doing it for the novelty of it since he seemed he didn't want to to intentionally killed you.

if I got it correctly, OP said that he was playing with AI players, not human ones....
An already muni starved faction (OKW) is now more muni starved and still can't build caches.

I know why they do that. It's because it's obstructing a specific path or they consider it a shot-blocker. It's part of the AI's code to destroy things like that.

I thought so as well: the AI wanted to build something at the same spot. I placed the HQ halftrack very close to the center of a territory, so...
