Assault Grenadier Accuracy Bulletin apply to regular grens?

I'm debating putting this in my bulletin line up. To me 3% increased accuracy is better than the 2% cooldown/2% reload bulletin. Does anyone know?

I asked myself a few times if bulletins do stack or not... Is there a overview which bulletins stack and which not?

No, but picking bulletins related to what buffs units get with vet is a good idea. Like for example putting on 3% gren accuracy morphs into a 10% boost in accuracy because they get a 40% accuracy increase at vet two.
Same with AT guns, you're better off with pen bulletins rather than accuracy for example as they gain extra pen each level of vet.
Also AFAIK most bullitins do stack, the only ones that don't are the B4 accuracy bullitin and a few others.
