I know its a bug atm. BUT maybe i would like to stay like that. It really adds to strat aspect imo, you have to think before placing it. What was before was like...ok im gonna place a mine and if he sees me ill just back off, cancel it and receive all munis back. What happens if mines arent cancelable is that now you really have to think if its worth placing it. you really have to consider if you have enough time that he wont see you.
Especially with ostheer expensive 60 munis teller it can really be a huge waste if he sees you placing. He just throw a molotov, get sweepers and there goes 60 munis. So to fix that i suggest that you get amount of incomplete mine back. If i build mine to 60% i should get back 40% of mine cost.

Nah, I think refunds are a good idea actually. As stated above, you invest in time anyways. And say you plant a mine somewhere, you opponent sees you planting it. If you cant cancel the mine, that is more or less muni down the drain, since he will destroy the mine one way or another before moving there. And if you dont finish the build you wont get anything out of it, and building while under fire is a bad idea.
