Watch the Masters Cup tournament. There the early walking stuka was a wipe machine. Stuka is available early but making scott available earlier does not solve the problem. It actually creates another. This is typical "the grass is greener on the other side" mentality. The availability of stuka is problematic mostly in 4vs4 games and I guess one could try locking it behind the engineers upgrade. I don't think that Cup has a allot to do with with how early Scott become available. My actually suggestion by stuka has been to replace the HE round with incendiary making the unit perform more like an anti garrison unit than squad wiper and offering the HE at higher vet level. By delaying all other expensive hard hitting infatry so that all of them arrive at a similar time. The pace of small arm fire should be give by mainline infatry and their weapon upgrades. Specifically one should follow the progress of grenadiers. If other infatry are to be available earlier they should come at similar power level with the mainline infatry and have weapon upgrades available. G43 PF are a good example of how alternative infatry should be designed, their main current problem is that even when upgraded they are the same power level with Penal. Imo Penal had to buy their SVT also the game would be in far better place. In: COH2 Balance

But they are useless against panthers. When a panzershrek is effective against sherman e8 and pershing. And do not change the subject towards the rangers and paratroopers. This is a doctrine. And we compared the rear echelon and the sturmpioneers. Hand held AT are not useless VS heavily armored target because they do deflection damage. In: COH2 Balance

So what I think should be SVT-40 at start and Thompson? Bazooka ammunition purchase. USF elite infatry are limited by the CP3 restriction and by the number of infatry the faction gets by that time. One will usually see 1-2 elite USF infatry in game. In: COH2 Balance

I think this is not fair, considering how powerful the walking stuka is, and how in an instant it can wipe entire squad. Try building a stuka as your first t2 unit and see what happens. Just because a unit is available early does not mean that you get an advantage from building it. In: COH2 Balance

The issue has nothing to do with unit itself and its cost efficiency but with USF faction design. Units like the Easy8, 76mm and after the patch 105mm are destined to see little action not because they are not cost efficient but because their more cost efficient options. In: COH2 Balance

Penals at range 30 have 13,1 DPS with (6x80/1=) 480 effective hitpoints. I think people in general underestimate how powerful stock Obers already are, just because right now they come at a time when they usually have to face vet 2-3 double upgraded infantry and an onslaught of vehicles. At their new SPHQ 60 fuel timing, against vet 1-2 and 1 upgrade infantry, they should be very good when used defensively. They don't have the weakness of having to close in like Panzergrenadiers to deal their DPS so imo even without the upgrades they are not T0+ material. Obers are also more expensive than Penal and have more pop. At 340 manpower they are UP for cost compared to Penals, according to the stat you have provided. Obers become only cost efficient once upgunned. (This is actually a issues with Penal being op. They should actually be around the some price with PF and have to pay for SVT upgrade) In: COH2 Balance
