They only have 1 slot so if the price is right it won't be an issue. Worst case an inferior version can be made to ensure its not broken. My main concern here is making the bundled call in worth it which it currently isn't, it restrict ass guards without really making the bundle worth calling in anyways. Bundles HT do not seem to be worth it. On the other hand Assault Guards with Thompson are actually very powerful and they their should be restriction in their numbers. Changing the M5 to an USF M3 and lowering CP to 2 might be enough to make them attractive even without drop-able weapons (which is actually a very design imo). In: COH2 Balance

And t1 having a big bang for low cost. But as long as the 2/3 of the units t2 provides remain lackluster, the zis while good also has no use so early on. T2 will not be a appealing opening tier. So all you can build then is utility units that support support units. The specilized units of axis will be more then a match for that. One can also depend on call in inf such as guards and shocks like in the pre penal buff era. Imo penals do not deserve to have side tech as long as cons require so many recources in side tech esp in this patch and still depend a great deal on doctrines just to be on par. The sacthal and at satchel have enough drawbacks to be balanced as they are now imo. This is a wider problem and just focused on Soviets. Infantry power level has increased so much that building support weapon is almost not worth it. Ostheer are usually forced to built a HMG but UKF are better off not building one. That leaves the USF HMGs and that has more to do with "free" officer than anything else. Point here is that Maxim issues has more to do with how easily VG counter it than anything else. As for conscripts most of their issues also come from the St44 upgrade than anything else. In: COH2 Balance

In addition the maxim would be there to support conscript who would be less pressed without the ST44 and not to operate independently. In: COH2 Balance

Imo the maxim should be reworked to a proper assault machinegun with low suppression and setup with high dps Lowering the range of flame grenade or moving to SP. Imo that can fix allot of issues with maxims. Removing the ST44 upgrade from VG or replacing it with MP40 can also help conscripts allot. Better designing T1 can also help allot, changes could include: lowering price for Penal replacing their weapon and giving them SVTs as weapon upgrade, removing PTRS upgrade and introducing a AT squad with PTRS if there actually a need for it. Still, they are cheaper than penal, can come earlier than penals (sov need to built special rifles command to buy penals) and have more utilities than both penals and volk. You forgot to add the reinforcement cost of bringing 5 men g43 PF up to 6 men. The MP cost is about the same yet PF also have an addition 80 munition cost. G43 PF come later than Penal since one has to set up a truck and get the 80 MU and the upgrade time. (actually the problem has more to do with Penal being too cost efficient than Pfs being up. Penal should probably cost less and have the SVT as an upgrade) In: COH2 Balance

But this is not the English letter "C"; this is the Russian letter "C". The United States supplied to USSR with two tanks with the same designation M3: M3 Stuart and M3 Lee. In the Soviet classification, they were called M3L - light (М3Л - Лёгкий) and M3C - medium (М3С or М3Ср - Cредний). M4C is the generalized name for all M4 Sherman medium tanks. Conscripts/Penal with Vickers -k is a really bad idea. PLS no more drop able weapons, I have seen enough SVT conscripts with "for the mother land" In: COH2 Balance
