I see the OH officer more as an utility unit (like USF major) than a dedicated combat squad (like UKF officer), it's close range capability (+self buff ability) is just an extra, the focus should be on the very useful smoke arty, aura buff and arty call-ins. In other words, you are not meant to put this unit in the first row of combat.

The unit has an ability called "diversion" because it is meant to fight at the front line.
Is meant to be support unit it should be cheaper have and have less pop.

Double standards is asking for 1 to arrive sooner and the other later. You could have said there's a discrepancy and that both of them should either arrive at 9CP or 10CP as you say now.

Mortars no longer overlap with Pack Howie as much since the moment they had all (mortars) become less lethal. Complaining about Mortar/Pack Howie overlapping with Scott/He sherman is like saying that AT guns and TD overlap too much. The barrage on the major will only overlap the moment it's free.
It is unclear to me why in your opinion the Mortar and Pack howitzer do not overlap. Both provide indirect fire support, both can be used vs static units or structures.
Trying to balance and keep both units relevant is pretty difficult.
The timing on the Pack Howie is not the issue. No more than a Land Mattress or a Stuka arriving early atm. Would it be much better as a different type of unit sure.
Yes it is. Ostheer have nothing to counter it at that time frame. The unit is superior to the 120mm mortar while being stock.
It has become pretty common in 2 vs 2 games and above for players to produce two of them and harass everything.

I personally consider AVRE a better vehicle even with the latest changes to the ST.
In addition ST is facing 60 range TDs that can penetrate reliably.
Any way, I do not consider 1 CP difference in between AVRE and ST as "double standards" from my part, since the difference already exist in the preview. I would really object for these 2 vehicles to have the same CP thou.
I am not sure why you are against moving unit into doctrines especially since "new" units have been move to stock.
The USF tech changes have made the Pack and mortar overlap too much and have practically similar timing and that creates a number of issues.
Currently USF has been move from having limited access to support weapons to have more stock access than they actually need.
Mortar, Pack howitzer, Scott, Sherman HE, Major barrage create a situation where these unit overlap and will either be OP or forgotten.
The problem of the Pack howitzer will not go away even if it is redesigned because of it's timing. It available to soon to the mortar, has a tech cost, so it will either be OP or UP.

How does it make sense to encourage OKW to crutch on call-in doctrinal units in team games if their T4 is destroyed? You get all the reward of Flak cannon covering important ground and then can just call in Command Panther/Command Tiger/JT if it gets destroyed. Even if you force a token 60 fuel to rebuild base truck without the Panzer Auth. then the difference in 60 fuel between reteching PA + Stock unit and calling in a doctrinal unit favors the call-in almost every single time.
the OH officer is a nice unit, but i think its refreshment cost is just too high, with the current changes to grens i think the officer should refresh with 28 instead of 30, 30 is just too high for a non upgratebale 5 men mp40 sqad
The time is more of an issue than the cost imo. The reinforcement time is painfully long. The unit a CQB and suffer casualties making things worse.
In addition the units combat performance is remarkably inferior to that of UKF officer and it should become allot closer especially since it a doctrinal unit that arrives later.
(actually the squad is armed with 4 MP-40 and 1 luger)
