Doctrine its in heavily REWARDS skipping T3 and getting vastly superior tank without tech.
Tie command panther to T3 and you'll see these STGs in every single game.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

By definition Civilians do not fight. By definition, partisans and resistance movements can consist of fighting civilians. Simply not frontline fighting. Whole volkssturm was made out of civilians(too old and too young to ever be considered soldiers) who were given rifles, fausts and pointed towards enemy. In: COH2 Balance |

I think there is a general consensus about T4 being too late for this. T3 seems reasonable. General consensus is, T4 is perfect for con upgrade as: -provides alternative option to rushing T-70(not really atm, but theoretically) -still can arrive relatively fast -doesn't impact early game, where cons are ok-ish In: COH2 Balance |

One thing I will say is that this would be a much better improvement if: If it didn't took weapon slot, it would make PPSH and PTRS(AT nade assault) cons insane. Again, if it proves to be insufficient, just slap between 5 and 15% accuracy on the upgrade and call it a day. Additional man do help a bit, especially since that one extra model is pretty much always sniped on approach, leaving "vanila" 6 man con to actually engage. Make sure the upgrade doesn't hog extra pop and if needed give slight bonus accuracy and it'll be exactly what cons need. In: COH2 Balance |

His point is that conscripts core problems are being ignored ever since WFA release and there is massive opposition to address them with what's needed and bandaids are being slapped on open fracture issue. 7th man is indeed interesting start, but if it proves to be inefficient and not enough, there is still possibility of it getting better. Issue is being addressed and cons being attrition unit instead of DPS powerhouse might actually work if the changes are taken sufficiently far and 7th man is pretty radical start, so I'll remain optimistic.
