TBH, it was always dumb that the Soviets in game are the only faction without nondoctrinal SMGs. The Red Army was famous for its widespread adoption of automatic weaponry, and they have none on their stock units.
Personally, I feel like Penals or conscripts should have had PPSHs available as an upgrade stock, but since that isn't possible, I think the conscript PPSH package should be changed into a new call-in squad (call them Avtomatchiki), and have them available at 1 CP. They can keep OORAH and molotovs to make them different than shocks, and have the combined arms ability similar to panzergrens. They would not have AT grenades though. Since they would be hard countered by vehicles, they can then be buffed to be better at the AI job (and price increased accordingly).
Not sure if this would count as a "new" unit, since they would just be conscript models with smgs. If done, this would give us another unit to help make Soviet doctrines more unique.
I'd suggest the new squad can use these models:

800 HP is maybe indeed a bit too little, but as others already said, it has very good armor. A P4 cannot break through against it, 880 HP would ensure that you can't double snare it. At the time it comes out the only real counter is an ATG, so it will still be a decent addition for your mid game and the late game is all about synergy with the SU85 anyway.
That's fair, but German end-game is the Panther and you should be preparing for that. SU-85 works, T-34-85 is not ideal but can survive (not thrive) with good micro. A KV-1 with high armor and 800HP can't do any good against a Panther, the T-34-85 would be better every time.
You should not try to fight the most stock AT vehicle with a cheaper tank to begin with.
Soviets do not have an equivalent to the Panther, the only thing that comes close in any faction is the Comet. |
-Volksgrenadiers
By name, should be a reserve unit. This unit has had many changes through out them game. The STG upgrade does not fit with there role.
Actually not true. 2 of every 3 Volksgrenadier squads were armed with automatic weapons, this was to give them a high volume of fire to make up for both the lack of men and lack of skill. The intent actually was to have them equipped with Sturmgewehrs, but the reality was that there were not nearly enough to go around, so most Volksgrenadiers were issued MP 40's instead. It kind of irks me that Grenadiers have the option to become MP 40 squads (uncommon by my understanding) but not Conscripts or Volksgrenadiers (PPSh/MP 40 squads extremely common).
That said you obviously have a different vision than I do and you have put in a lot of work into your mod, so I congratulate you on the release! I still do like a lot of the changes, I just feel strongly about a few of them. |

Not really:
270 armor vs 160 armor
And hull down ability 0.8 damage reduction. I mean, it has 270 armour, too.
Between something that'll occasionally bounce a Panther, and something that'll usually penetrate a Panther, I think I'd have to go with the penetration. |

This would make no difference in 99% of all situations.
Apart from that I'd give it less health. More like 960 or 880 at the current price. The KV1 is already a very strong unit.
It's only strength is it's HP though, if you give it 800HP it's at the same durability level as a T-34-85 but without a decent gun. |
Conscript Assault Package was originally a counterpart to the Jaeger Light Infantry sidegrade, but I think these days the SVT Upgrade is more like that, and CAP would be better served as a counterpart to Volksgrenadier MP 40's; Give a full compliment of PPSh Submachine Guns and an F1 Grenade (MKII grenade model/stats).
Also we really need to fix the B-4 Howitzer somehow. We've made tons of effort to remove RNG from the game, yet there remains a literal RNG Cannon that usually does more harm to it's owner than good. |
The ideas that Sandbags should be removed from Conscripts and Sections but not Volksgrenadiers seems a bit nuts to me. If anything Volksgrenadiers are at the top of my list for units that should not have them. They're efficient long-range focused units that nullify cover, must they also have the ability to create their own cover? I get that Sturmpioneers are overburdened with being assaulters and tank killers and builders and sweepers and mechanics, but retaining them on the unit that needs them the least (at least early game) doesn't sit right with me.
Besides you'd need to redesign Conscripts and Sections in order for them to function without Sandbags, while Volksgrenadiers might just need a slight buff and they'll recover just fine. |
I would also like to see them get a special ability to make them more than just boring shocks. (maybe suppressive fire or tactical advance)
In the Campaign, Shock Troops have an ability called Fire Superiority in which they target fire on an enemy squad to suppress them, whilst walking toward them. This was originally in Multiplayer as well, but was removed for reasons that are not listed in the patch notes (early CoH2 was practically still in development at this time). Would be pretty sweet to see Assault Guards get this, and might be a nice wave at US Airborne's Tactical Advance which also uses the Thompson but deals extra damage instead of suppression. |
Ostheer is played around team weapons while OKW is not. Ostheer also has super early Pgrens which are way better than anything OKW can field in the early game.
Sturmpioneers aren't considerably worse than Panzergrenadiers though, and they're your starting unit. They're squishier and don't hit as hard, but I don't see why you couldn't use them. |
- Conscripts are utility infantry that relies on cover to win any engagement, so they should keep their sandbags.
- Infantry Sections should keep theirs, or be reworked without the cover penalty.
- Riflemen have theirs only with doctrine which I think is fine, but they could be moved to Rear Echelon as a non-doctrine ability.
- Volksgrenadiers should have theirs removed because they're already efficient units for their price-point.
