You are the one that opened a balance discussion in the bug forum by suggesting it be changed from targeted to manual. No more posting about balance here. I never saw the B-4 Direct Fire miss a target, and the files said it had 100% accuracy, so I assumed a bug was involved.
I agree with the majority of these changes, but I have some major issues regarding the arbitrary limit on cross-faction units. As many have pointed out, a King Tiger for Ostheer could be very interesting and reuse the current Tiger voice lines (as it was officially just Tiger Ausf B by army regulations). There are also plenty of German skins we can 'force' onto the vehicle, like how the 221/223, Command Tiger, or Tiger Ace handles it.
I think the decision to avoid cross-faction units really hurts this time. The .50 cal for Soviets is the exception, probably justified by it not needing skins, but I really dislike this change as not only is it historically innacurate, but it also doesn't add anything new or interesting - its just a token buff to the firing arc. A Universal Carrier would have been more thematic and far more interesting. Like how the 221/223 is forced to use Panzergrau, the Universal Carrier can be forced to use Olive Drab or something. Many photographs of Soviet Universal Carriers show minimal paint or no paint at all, so the lack of faction camo skins shouldn't be a big deal.

Fully agree with and support this assessment. I also did support replacing the M5 Half-Track with a Universal Carrier in the past. This is a very well thought out post however that goes into much greater detail on how a Soviet Universal Carrier could work.
Dozer Blade was dumb and shouldn't have been added. Not only is it a very silly way to portray an armor increase, but it looks too similar to the Bulldozer.
The B-4 Direct Fire ability can miss the target, as seen in Han's testing. The B-4 Direct Fire ability has 100% accuracy at all ranges, and the Panther has a target size of 24, giving it a 2400% chance to hit; however it very clearly misses.
I heard OKW had stug voicelines, is that true? Also, Ive seen somewhere that the reason Obers has generic voicelines is because they had voicelines for Honor Guards? Someone confirm?
Both are true, there are voices for deploying a StuG III (I'm not sure if there's voices for a StuG III unit), and the Announcer and Obersoldaten voices both have cut lines that refer to them as the "Honor Guard". Sometimes if you have Volksgrenadiers near Obersoldaten, they will say (paraphrased) "Stay away from those honor guard guys, they are crazy, fanatical."
As far as the Panzer IV J goes, I really like this tank but the only issue I have with it is that I think the name is wrong. If it's the Ausf J version then it would mean that it lacks a turret rotation motor thus making it cheaper to produce but since the turret is hand cranked it'd be slower to turn obviously as you can read here: https://tanks-encyclopedia.com/panzerkampfwagen-iv-ausf-j/
So the more correct name would be Panzer IV Ausf. H since that's the version of the tank in the game I believe, fitted with the "Schürzen" Armored skirts and the final version of it's 75mm gun.
Correct, I believe I talked about this before but the OKW Panzer IV is a Model H though the game calls it a Model J. The real Model J lacked the side doors and view points on the turret, side viewports on the hull, and had the number of return rollers reduced from 4 to 3 on each side. Removing the ports and doors simplified production, and as schurzen was a standard feature of new models, it obscured them rendering them redundant.
The portrait system to ID what commander your using is...lets just say subpar generally speaking...but these new portraits are a significant improvement on the current ones. I say yes!
It's an alright system if you have a small number of Commanders, you can get an idea of who has what by their uniforms and such. CoH2, mostly Ostheer and Soviets, just have way too many and most of them are just guys in officer uniforms.
Would have been cool to put this in Festung Armor or something. But alas, Relic doesn't want any more unit swaps between factions because of missing skins and voice lines etc. The Tiger swap was only possible because OKW happened to have some unused voice lines for it.
Isn't it possible to just use the original Ostheer Tiger or OKW Tiger II voicelines? OKW Jaeger Light Infantry and Ostheer Jaeger Command Squad both use the same voicelines don't they? I think Stormtroopers might as well, but I don't use them enough to be sure. The only problem is skins, which can be solved by the community with some effort, or the vehicle can just be given a single custom skin like the Command Panther or Tiger Ace.

Well yes, but the implication is that they make their way to position during their "building" phase, then once they've arrived they "check in" and become visible to the commander (the player) and are available for orders.
It's really not much different than units spawning in the building the instant you give the order, or going further units spawning in the sky when you give the order, or even aircraft spawning exactly where they are needed with no arrival time other than the time it takes to cross the map (depending on ability used).
I propose 1 change. Since towed arty was part of Wehrmacht's Mechanized division. reintroduce LeFH 18 to German Mechanized doctrine. Remove smoke recon run and spotting scopes. And make a new ability. One that gives vehicles the ability to upgrade between spotting scopes or Rear Echalon like smoke canisters.
