Without choosing a commander I could go for:
Conscript, t1, penal, penal, penal, penal, (upgrade one penal to ptrs) muni cache
Using the cons for Hoorah + normal AT-grenade to have a way faster snare than PTRS cons snare and the lower ranged penal AT-satchel for slowed tanks. I can now combine any commander, for example NKVD for flame tank with vet1 "Inspire Infantry" to get those AT-satchels in. Commisar abilities help to win infantry fights. NKVDs AT-overwatch is a real strong AT source in addition that is way better than the BombRun in the late game. Especially useful vs the big cats.
So in this scenario ur getting at-nades and mollys for ur 1 conscript squad? Waste
AT overwatch is better against tanks, but can use the bombing run to delete buildings too. Can still damage infantry as well, decrewed 2 paks with 1 ptab bombing run last night
I don't see this build as such special that it is worth choosing a commander for it. Maybe it was before penals got third PTRS with higher accuracy for all PTRS(in comparison to PRTS cons). AT is the only thing this commander can do, but other commanders don't do worse at that aspect plus having better AI tools.
Higher accuracy? THe cons arent going to miss tanks anyway. If ur talking about that slightly better performance against infantry, whoopty do u took a penal squad and gave it ptrs. In my build order all my penals stay in AI role

It is shorthand for a collection of TDs with a range of pen profiles with 260-240-220, 240-230-220 & 260-240-210 unless you want to type that out every time someone complains Axis armour has too high armor.
Its a very misleading shorthand, the closer range penetration is almost never going to be a factor
And this is exactly what you'll be sending a KT into, so an Allied analogue of the KT should expect the same deathtrap possibility. The pen numbers get even higher with vet.
So 260 armor 960 hp tank hunter then for allies as well?
Cause if im getting this new and more expensive is2, not gonna have as much fuel/pop space for those TDs. Panther would do pretty well in that scenario

On a side note, "garbage USF on life support" is consistently having highest allies win rate in 4v4, since Jan.
Guarantee that winrate plummets if they nerf pathfinder+scott. Which they should cuz its broken, but its also most of USFs success in team games, so.....

Ptrs cons are amazing, i use em all the time in 2v2. If u changed the AT nade ability they would prob be too strong

No one starts with units for free. That's a common misconception by players with a weak understanding of the game.
Factions that start with more expensive units get less starting manpower. It's roughly similar with some quirks here and there, but it's mostly balanced to give everyone kinda-equal starting resources.
I know they have different starting res but u dont have to build it my main point. U get one already, build time matters too. If u didnt get one "for free" then u would have to wait til pio is done just to build ur 1st mg42, or vice versa

They even come with a commander that gives you PPSh Guards if you want, that do everything PPSh Penals can do but better.

every unit that you have that is not a support weapon should always be active. A pio should be capping harassing in the early game and in the mid game it gets additional tasks with buildings bunkers tellers repairing and clearing out infantry from buildings.
Pio squads at this point are overburdened with tasks that prevents them from making good scouts.
Like I said this is a non-issue in every mode except 1v1. In team games u have way less territory to cap and harass (cuz ur tm8s share the burden) so u have much more flexibility with pios
