One big factor back then was its mobility. Wich has been nerfed since quite a bit along with its supression. The problem was that it could be used instead of mainline infatry. If it buffed again and it is available from the start it might become be possible to be spammed again. In: COH2 Balance

Stormjäger Exactly, rework the Soviet tech so that T1 has to be built before T2 and adjust costs and T1 units. That way Maxims will be available later, meaning they could be adjusted accordingly. You could then add Conscripts to T1 and stop Soviet lack of teching until much later. Requiring T1 might not be the best solution. One could experiment with USF model. T1 (gets price decrease) only give access to Penal further tech for Sniper/m3 T2 (gets price decrease) only give access to ATG further tech for maxim/mortar T3 requires either 1 fully unlocked building or 2 half unlocked. The idea behind this is easier access to ATG, delayed HMG so it can not act spammed as "mainline" infatry, delayed clown car flamer. In: COH2 Balance

Aka if you fire blindly they are wildly inaccurate and fire fewer shells, but if you have vision on the area they fire the normal amount and track targets a bit. Having vision on target make them fire with normal scatter, else they have scatter penalty. In: COH2 Balance

Making the upgrade cheaper and immune to engine damage would help the unit allot Finally moving the DOT to an ability would help to better balance the unit, (as all flame vehicles) On the matter of Maxim as long as it is available so early it should not receive a major buff. Unless one would experiment in delaying the T2. Soviet have more starting option than other faction and not all of them need to be as good at all maps vs all opponents. In: COH2 Balance

Halve their barrage shells and cooldown so they can be more flexible with their targetting. If you stop the barrage after a couple of shot they CD will start immediately making the weapon available for the next barrage earlier. In: COH2 Balance

What actually matters is unit timing, which has a lot more variables in it. I would say it a combination of how many resources you need to invest, the time one get and the affect it can have. For instance UKF grenades can prove extremely effective since they can be unlock early and can swing early engagements or M3/WC51 vs non faust opponent. In: COH2 Balance
