I'm not so certain on the off maps and mines, satchels, demo and gammon bombs and Goliaths(I believe they still do full damage), but I'm fairly positive about nades, mortars, tanks and howis, basically anything ballistic deals 0.1 dmg. You can freely use stuka on your full health squads, they won't die. In: COH2 Bugs

Con or two, 2 penals, 1 elite squad of choice or 1 maxim, some light armor for support and that is all you need now. Feels like a sin not to get T1 and penals now and soviets definitely don't need to rely on doctrines or maxims for AI power. In: COH2 Balance
