Actually your argument does not hold any water since it allot easier to nerf unit that have become op than to buff units to new power level. That was proven once more with changes to Super heavies that where over buffed and it is allot easier to tone down than to buff everything to their new power level.
Buffing units to new power levels is like venturing to uncharted water, toning down units that have become OP is like navigating through familiar waters.
Having a unit being OP is game braking, having a unit being UP simply removed it from meta and it being replaced by another.
The less patch are left in the game the more the patches should focus in fine tuning thing in familiar areas and the less they should explore uncharted territories.
On the specific issue with g43 the ability was working fine and it was even considered OP at some point and thus there is little reason to be buffed. If there is an issue with them (and probably there is) it cause by other thing being OP and G43 simply being power creeped (and the same probably goes for Ppsh).
