At least from what I gather from the current changes is that there is a push to make penal openings more viable. With penals still only having a single squad that could snare (which is extremely short range) and the fact that penal openings pretty much only have PTRS rifles to contest armor leaves a lot to be desired for them. Giving them better access to snares would be something to help that.
The AT Paras/AT PG/AT PF/AT ST/AT SP do not have snares at all. With the recent buff there is not reason for Penal to have snare (especially 1 shot ones) either.
Too many abilities, hotkeys and passives to fit into the grid?
Install the game, load the game, choose soviet, add tank hunter to your load out, start the game, produce a conscripts (it produced from HQ) upgrade with the PTRS and will find out that they have a free space in their grid.
While this is true, even with the narrow end of the house Tightrope used, they were still demolished faster.
That said, I haven't seen tests done vs heavy cover (which typically clumps units together or in a nice line) so maybe T-70 still comes out on top which would be fine. Houses generally don't last long anyway.
If you are talking about garrison that is probably the combination of high fire rate and damage all in hold.
Luchs does indeed seem rather too good at shooting through garrisons now even with the lower baseline aoe compared to the T-70. Tightrope's v4 video had some concerns and a table of the comparisons. Not sure what is the overall thoughts towards it.
Luch and T-70 use different mechanisms. T-70 use AOE while luch accuracy.
They could well be given Conscript mosins, along with some of the unit's models being Capeless Guards (Which I believe exist?) or even Conscripts to represent their less "Elite" status/rifle power.
Could you list one by one all the upgrades that affect grens and grens exclusively without giving you access to better tech, stronger units or more units, but only a singular gren ability or weapon upgrade, like soviet molotov or AT nade?
If you think the math are off feel provide the correct ones.
The idea that only side tech add cost to unit is simply flawed to the core.
It a simply fact that 4 cons is viable build order while 4 vanilla grenadier is not.
