Penals also scale bit worse due to no AI weapon upgrades, but out of the gate they are only slightly better then rifles and that is reflected in cost. In: COH2 Bugs

Ost pios also get them, but they have stronger weapon and additional bonus of extra vision out of the gate, making them perfect re-crew unit, while recrewing with CEs is worse option and more expensive one then recrewing with conscripts or penals. DLC faction engineer bonuses are all overpowering in comparison + the fact that they can use weapon racks and get additional men(obviously excluding sturmpios, but their veterancy is stronger then mainline inf vet). In: COH2 Balance

That's not half bad idea, however I would limit it to EFA only. WFA and brits do not really struggle with vetting their engies and spios can just put sweeper away. In: COH2 Balance

Well, they aren't really great repair unit unless vetted. Vet2 sweeper will just not happen. CEs do not need much, weapon changes repeating the ones of cons could be sufficient. In: COH2 Balance

No faction should ever have 6 men weapon teams its just broken. No faction ever should have stock heavy tank, its just broken. No faction ever should have unlocked weapon upgrade or grenades without paying additional menpower and fuel. No faction ever should have access to map hack vehicle that ignores LOS blockers. No faction ever should have access to durable forward structures you can reinforce at. No faction ever should just have access to anti tank gun from start of the game, regardless of tech. No faction ever should be allowed to upgrade weapons on enemy territory. Or, now pay attention, all factions should have something unique for them that no other faction gets. In: COH2 Balance
