The problem with penals is the same thing that was wrong with launch obers- you have a VERY potent squad that only costs manpower but requires the enemy to invest manpower, muntions, better positioning and have a vet advantage in order to be competative against them and even then its a toss up.

Id like to see penals turned into an unremarkable but flexible squad that requires munitions to be effective:

Start em as a 260mp squad (because of high accuracy and FANTASTIC vet) that is armed with mosins and oorah (not unlike cons, but a clearly less support oriented and better in combat) maybe a 3rs weapon slot to incentivise not upgrading them all
They can then specialize to:
Urban combat- satchels and ppshs
Strelky- svts and a standard grenade
Or anti vehicle- ptrs and AT satchel

All upgrades would fill all weapon slots and remove oorah.

In real Life, a KT killed a SU85 with one shot at a range of 1500m, easily.
Its about the sniper balance, nobody needs 2 men squad snipers, they ruin teamgames.

The counters need buffed, not necessarily the 2nd man. Yall forget that some axis squads have the ability to highly condense DPS onto a single model (grens, obers, ostroppen) and the rest have pretty solid on the move weapons or long range weapons (some like fussies have both) a single model could quite easily be focused down by bad RNG and unlike the ost and the brits the soviet dont have immediate access to MGs to keep potential rushes away.

Additionally the ONLY way for soviet to heal units is in their base sector and only after 250mp

Ost can get med kits on next to every squad with some vet, or a bunker with medics (not cheap, but at least can be on field) and can have no pop fortifications to help against infantry flanks/ rushes as well (again, not cheap but 100% viable in team games, which is where you cited the problem of 2 man snipers)

The brits can heal everyone with a single small munitions cost or have a fancy 2 in 1 (or like 4 in 1 if you count weapon racks and defensive ary) strong point sappers build.

A single soviet model could take a burst from an LMG then have literally no option but hard retreat all the way to base

If made 1 man i would STRONGLY suggest its vet 1 be changed from the stolen flare ability that used to be no vet to something wmthat adresses the previous concern on durability, perhaps something like passive heal out of combat and in friendly territory or a reduced target size (maybe both) as a straight up worse version of the ost sniper would be bullshit

Countersniping an ost sniper at least requires an ambush as the soviet sniper lacks cover hopping camo. But anyways soviet t1 is by design a hard counter to the ost sniper, ost sniper shines against the less mobile soviet t2.

The biggest problem with the soviet sniper is that it costs the same as the wher sniper when it shouldnt due to its forgiveness. Bump it up to 400mp/100 reinforce.
It slows down critical mass, makes combining with penals VERY expensive and butchers field control trying in favor of bloody bleeding power.

but jp4 has one of the lowest t4 TD range, is poorly slow, has the littlest view, has slow turning rate, one of the less accurrcay while turning/moving has no turrent..

Are you high? Its got the same range as EVERY t4 TD (that being 60) and 230 armour to boot plus 20% more accuracy at vet 2. Its prime counter for su76s, being able to match range, is a smaller target (smaller than a puma, luchs, AEC, smaller target than halftracks for some reason...) Its guaranteed to pen them, and while its only a 1/5 chance to bounce (seriously the su76 pen should probably go down a bit) its more than most options.

Use elite armour for HEAT and kill an su76 in 2 shots...

Im not sure what more you want from it here? To be spammable cancer just like stugs and su76? Try playing the game like it was intended instead to trying to change unit INTO cheese

Alright, I can see your point, but what would you suggest then? Keeping it as 2-model squad seems to be flawed, since it makes countering it too difficulty/tricky/expensive (can't counter snipe, 222 buffs ruin brit snipers, mortar RNG is too luck dependent).

I'm not seeing a lot of options for a 1-man sov sniper that isn't statistically worse than the Ost and Brit snipers; it can't have the ROF of the OST sniper (since it would wipe OST 4-man squads too quickly), it can't have the anti-vehicle power of the brit sniper (would make PTRS redundant) and we can't give it much more than 82hp.

Tbh im mot sure aside from more radical changes. Increasing the cost of getting and reinforcing would inflict more bleed (400/100?) A sniper+ a would then be nearly as much as 3 gren squads but practically required to stick together and killing even a model would be 5 con models worth of reinforcement meaning using many snipers carrys much more risk

Alternatively if its to be made 1 man make it "king" of something else (ost is offense, brits utility) something like recon. Give it premium camo, or better los(maybe even range?) When in cover. Make flare no vet and make its vet 1 building the blind like in campaign. Or something more focused like stronger in garrison.


It would be alot of work, but we cant just make it a worse ost sniper because it would just suck...

At a single model OUT OF COMBAT sprint might even be interesting and unique, but again a watered down ost sniper would be awful
