120mm is not worth it, if you have T2 set up. You hit once in a blue moon, more so with it's slow RoF. If you need a mortar and don't have T2, you might save the 160 worth of building the tier.
I actually find the 120mm useful in attacking OKW trucks. It also vets when doing so.
Since I had read plenty of post that claim that USF mortar specifically is was nerfed and garbage I wanted to end this myth, so that I do not have to read it again.
I’d like to see the conscript Assault package PPSh upgrade be more like the Volksgrenadier StG44 upgrade, a universal buff at close to mid range while being roughly the same at long range, but not being super strong at close range either.

There is thing called weapon profiles for reason.
Smg (with the exception of Thompsons) have a weapon profile that suitable for close range and long.
Its all easier to replace the ppsh with SVT if there is need for such an upgrade then mess with the ppsh
If we're going to stick with the idea that Conscripts are only for support, not combat, then why not improve their cost effectiveness instead of combat effectiveness? Let's try them at 220 Manpower a squad and see how they do. Ironic that Soviets struggle with manpower, but not OKW, the one faction that should be scraping the barrel for Manpower scraps, it's completely inverted.
In order to improve the effectiveness of Merge, we could also reduce their Target Size to 1, and add a Squad Received Accuracy Multiplier of the same amount. This ensures Conscripts are less of a liability when merging, but still more likely to be killed on their own.
I still don't like the idea that they are only for support, what are they even supporting? This concept has just led to Penal meta because Conscripts and Maxims are nonviable. I still stand by the idea that Conscripts should get a stock PPSh upgrade available to them.
Actually what led to Penal meta were 2 things that happened in the same patch:
1) Maxim nerf
2) Penal being buffed so much that they completely broken for six months.

To elaborate, Weapon Crews for every other faction are practically useless with their weapons, but OKW are an outlier because their Weapon Crews use regular Volksgrenadier Kar 98's. Ostheer weapon crews should not get real damage-dealing Kar98's, but they should get the shitty useless Kar 98 (and OKW crews should too for consistency with all factions).
That information is inaccurate since it has been changed. OKW crew carry crew weapons.
thats a nicer solution that would also allow for the cons to be better defenders for the maxim. it would be no good for offense but behind cover they would last long enough to make use of them if the enemy closed.
granted im not sure how that would work with various upgrades. would they keep the ppshs and only upgrade the rifles? what happens when they upgrade to the ppsh package?
the 4/6 rifles was just a means to reduce their power to allow them to be cheaper but any way to do that works for me.
I personally do not like ppsh/mosin combo for conscripts the DPS drop off (similar to VG) is simply too low. For the ppsh upgrade I would try 6 ppsh.
(On the other hand my own suggestions is to change them into a defensive infatry.)
