And that is the problem: Almost every Commander - Not every Commander, not Stock. Stock Soviets are underequipped by design, it's a design leftover from the very earliest stages of CoH2's life. The Soviets were to make due with half their army comprised of sub-par units and using Doctrines to fill in the gaps. In my opinion, it is an obsolete design, and should have been changed when Ostheer T4 became standard tech, at the latest.
The Soviets are a faction of limited-ability mediocre units facing factions with much more versatile and powerful units alongside allied factions with much more versatile and powerful units. It feels like they have the kid gloves on and they're pulling their punches when their basic infantry doesn't get an upgrade and can only pick up one weapon, while other factions can upgrade their unit and pick up a new weapon. When their best tank is more limited than other faction's (excluding USF, who at least gets a decent tank as their only tank) worst tank (Cromwell/Panzer IV).
Well that goes both way since soviet doctrinal units are available in most commander and are extremely cost efficient.
If one want to get rid the "design leftover" one will also have to reduce the number of commander these unit are available and power of those units....
