I believe it was more of a joke reference to the Russian Liberation Army insignia of the Osttruppen which they're wearing on their shoulders.

The osttruppen in this game have only the sign on the shoulder of the vlasov army.
But they stand for all non german troops in the Wehrmacht.
Hiwis. Russian pows. Croats (in Stalingrad for example about 10000)
And so on
