Just so you know Serelia wasn't updated to the 2021 feb/march patch. Penals now have a target size of .77 which they get at Vet2 and their Vet3 acc bonus was reduced to 20%. Their target size and squad size are fine, their issue is that their VET1 ability requires them to stay fighting and losing models but late game most Axis units do to much damage for the ability to be of much use.
Having thought it over for a while, Penals biggest issue is that they need green cover to best make use of VET1 and the ACC bonuses that their SVTs get. I feel that at T4 Penals should unlock the ability to lay down sandbags, they could lose the 50% exp bonus to compensate. This would better reflect their change in play style as the match progresses.

Rifles need weapon rack unlock and double bars to compete which make them more expensive and Penals are a tech choice which is cost a building, constructing said building and then building 290 mp unit. The only restriction on PF is that it requires a commander choice aside from that they can chooses meds or mech. Comparing cost they really are only expensive compared to cons/grens. Only at the beginning of a match are they the worse main. But they come with a tech less snare that helps cover a major faction weakness. And the requirement of a tech truck being set is for time gating the upgrade. It does not factor into cost as the building would be needed regardless of strums/JLI/VG. In: COH2 Balance |

I guess the question is are they elite compared to what. Compared to Falls/Obers they fall short of being elite but compared to other mainlines they are significantly better. Compared to most mains they have better vision, better damage while moving, similar damage stationary, similar price, flare, sprint, similar durability to Allied squads, techless AT nade. They are all around better than VG while only being weaker than them for the first 4-5 mins of the game which truly is not that much time. Most would argue that Rifles and Penals are semi-elite units, Rifles with Bars and vet while Penals start with SVT which are good and have great combat VET. Looking at Rifles, they really only outclass them if they are not moving at point blank range. Best way to do this is to be behind cover which they can only build with a commander or crappy tank traps. If both units are moving, the G43 PF will dominate the Rifleman while having access to flares and increased vision to pick and choose engagements. They literally are better Pathfinders while also having access to snares. Penals are a bit of a weird match up as they dominate pretty much every unit at the start of the game. However once the G43 upgrades come online this almost completely reverses. They are both 6 man squads with the same RA vet and non-vet yet the G43 upgrade is a buff at all ranges. Yet PF have access to snares so they don't have LV weakness and they are not much weaker at long range compared to Penals which is a bit strange. Using Serelia, Penals do 3.4 DPS per model at max range while G43 do ~ 3 DPS and Kar do ~ 2.8 DPS for a grand difference of 3 DPS per squad. The difference should actually be closer since Serelia is using the old Penal VET3 acc instead of the newer 20%. That seems to be to close for a long range squad vs close/mid range specialist. I think losing the 6th man would be enough to open the gap at range while also equalizing the Rifle/PF mid range engagements. Sorry for the disjointed thoughts typing this between pts at work. Matchmaking has been horrible lately, I don't care about losing but when your team is consistently getting outplayed it starts to get really frustrating. Went with Anti-infantry tactics, not the best commander but Ass guards are fun if there are no mgs. Highlights: Thought my sniper put in work early, 20 kills around 10 min mark slowed down after that. SOV teammate put in work with Katy, his wipes kept Axis with low Vet which paid off lategame. Brit teammate AVRE plus our SU85 where nasty. OST ComP4 plus ELE plus hulldown is strong as hell. I got KV8 out first when I saw ComP4, turned out to be great choice as it put a lot of pressure on Axis to dive or retreat early. Lowlights: Game was going our way and a series of fuck up allowed them back in. Ally early katy got great hits in, but got to close and got picked off by Pak40 whiles shooting. A tiny bit later Firefly goes down due to snare and never repairing it. I think he or other ally wanted to surrender after this but we rallied to keep playing. Axis finally gets out Ele and I lose my KV8 to it but like an idiot I rebuild it instead of switching to Katy or 3rd SU85. 2nd KV8 does jack shit and I try to help out left side of map but don't accomplish anything. All this gets Axis back into the game but once AVRE hits field we slowly start to turn it around. My commander choice also made things hard but fuck it we play this game to have fun. In: Replays |

We started decent, some mistakes some wins. However once team started losing ally kept wanting to surrender. i refused felt like we could win. I think this was a decent game, we started slow due to my sniper opening and this one showed some strengths and weakness. Armored Assault is used for Radio intercept/Planes We were significantly better, but other games didn't really make it to late game if OKW went mechanized. Due to Radio intercept I was able make PTRS clown car to chase luchs and most players would just drop. When I see a majority OST team I go T1/Sniper/Car if OKW makes kubel/sniper. The start is really slow but OST doesn't have an early chase down unit plus smaller squad size allows game to quickly go in my favor once Penals get pumped out. I try to get 3 Penal squads at min but I like 4 in case I have to split up squads so I have PTRS squad to chase away LV. Since there is no AT gun SU85 is first tank since consistent AT performance is needed, depending on how game is going Katy is next for wipes or snipers have been eliminated. I like to stall for the IS2 next, easier to micro compare to T34 so sniper play hopefully doesn't suffer. This games also shows a couple of sniper build weaknesses: Need decent teamwork, my ally picked Pershing but didn't set up any mines. Lost 1 sniper to dive. 250 Halftrack doesn't register on radio intercept. Lost 1 Sniper to dive. Holding can get quite tricky since no mg so mines are needed and I did a bad job setting mines, I usually do better. Also had good Strengths: Helped push ally side, he got P4 kill I used IS2 to mop up Shwerer while Penals satcheled it to death. During push called Planes to other side help other ally so was kind of in 2 places at once. Due to low muni requirement for Penals was able to spam planes a bit. In: Replays |

I cant agree with you on this statement, I have been using snipers for a while now and an early kubel means you have an easy unit to kill. I have used sniper in 1v1 and 3v3 building T1 then sniper into clown car. Nobody rushes the kubel to the enemy back line on the possible if and or maybe sniper. Usually Kubel is used to back tech while Sturm is rushed to enemy cutoff or important strategic point. Sniper is used in conjuction with Engi to snipe off any units. By the time the sniper is built enough fuel is saved to buy clown car which will chase down Kubel. At this point OKW is at a massive disadvantage since the slow T1 start no longer matters. You are down a unit while they can now start to pump out cons or Penals depending on play style/commander. Also I am assuming you are talking about rushing out a 221 because rushing out a 222 still arrives around the 5 min mark which is plenty of time for Guards or PTRS Penals. Either one will scare off the 222 while sniper works on infantry. Now back to the 221, the issue there is your gated by having to get a tech truck first, dont have to set it down but does need to be called in. That means at minimum to not lose to much map control you get out a 2nd Sturm or 2 VG. This lack of presence means sniper has a bit of time to roam free and get some bleed in while pumping out some infantry. A clown car alone can cause quite a bit of damage to the 221, backed up by Penals which fire fairly quickly the T1 player has all they need to keep you at bay let alone rushing a PTRS upgrade and chasing down a 221. Now we haven't even included commander choice, if the soviet player goes for NKVD tactics like several players were doing for a while the early game is literally in the soviet players favor. The moment certain units hit the field or lack thereof the player can easily come up with a strategy and prioritize upgrades. In: COH2 Gameplay |

Most cancerous game I've ever played. Extreme bunker down. Extreme cancer. Never ever played a game filled with such bad luck and trying to break a 3 player defense over one point basically. 200 HP KT? The Pershing skill shot explodes right below it. Most nerve wracking game I have ever played. Hands down. You left out the part of goliath vs Ranger squad. If I were axis and rewatched this I would have been pissed at the OKW player, he spammed Goliaths thinking he was gonna get more wipes. Only got a few late game when it was to late.
