Unless you are moderator do not tell other to "shut up". I wold advice you to check your facts before making claims. Actually I have more game as allies than average (not that it matters but I probably have more games as allies than you.) In: COH2 Balance

I am actually interested in improving a game I like and if that includes changes to "OST structure" I have no problem with it. The "x" and "better" don't exactly go together because they have very explicitly different uses. "x" is a multiplier, which you already noted, while "better" is used to mean an increase over something. Mostly, mixing up the two just doesn't really work and your wording would confuse almost anyone. There is nothing contradicting in what you have quote. Let me explain this once last time: Ostheer where design to have an advantage in support weapons and a disadvantage in infatry. USF where designed to an advantage in infatry and limited access to support weapons. Now USF have the similar access to good support weapons and that creates an imbalance vs Ostheer.
