Guards has 3 weapon slots.
Guards assualt infantry get 3 thompsons and nothing else.
Rangers 3 weapon slots.
Gets 4 thompsons and a slot of free choice.
Can we fix?

Assaut Guards, after subtracting the halftrack, cost 270 MP, which is less than Riflemen.
I don't think there's much of an argument that Assault Guards are bad value.

But you can't subtract the halftrack. If you want another squad of the guards you are getting another halftrack as well.

And if you want a second Jaeger Commander you just outright can't get one. That doesn't change the manpower cost.
I think the M5 Group works really nicely right now: the halftrack bundle stops you spamming the Assault Guards, and that lets them be really good value.
Plus Soviet getting an M5 Quad at CP3 is nothing to slouch at either.

Again this mantra, no it works horribly, it's just an excuse for a stupid design. If I need infantry, I buy infantry. If I need HT, I buy HT. I need only two infantry squads - and that I will spend 720mp and 60 fuel, what I will get - two good infantry units without any additional specialization ability (Bazooka) and unnecessary HT for tremendous resources that will significantly delay the construction of the Tiers. No, I always prefer this stupid concept to the The Shock Troops, which are better as infantry, are cheaper, 2CP and do not give me unnecessary things.

Halftruck is a remnant of the old tech system, where you would get the doctrine for it and the tank when you went T4 for TDs and katy instead of T3 for lights and T34.
