Well, the one thing that gives me hope is, after so long time, they've released Necron Lord for the DoW2 last stand, that was still completely new model, animations and graphical assets as well as mechanics, so commanders should be possible. If we'll get new commanders for all factions over these two years, I'll be extremely surprised. I would expect minor balance patches though, at least for one more year. Its too costly for what it does when it comes out compared to other mediums which are much cheaper.
