It's because of the explosive changes they did. Like most weapons, explosives have an accuracy and penetration stat, which meant even troops in the AoE had a chance to survive if the explosion missed. With the changes (all ninjas btw), they reduced the AoE of many explosive weapons and increased the accuracy to 100% so that any unit within an AoE will always take damage.
I assume they were trying to make weapons more consistent, but the problem with Mines is they do flat damage over their entire AoE. So basically when a Mine is triggered, it does 200 damage to every model within its AoE, with none of them having a chance to 'cheat death'.
The solution would probably be to introduce a normal AoE with damage fall-off for all mines. But I don't know how that would effect Tanks, which are probably the reason it has flat AoE to begin with...
