No, but players can't A-move maxims like they could before, and flanking a MG, particularly a maxim with the narrow arc, is much easier than trying to flank a JT with a spotter.
Can you give it a rest? If my soviet enemy plays Maxims I am glad as hell because I don't have to deal with schwarzenegger Penals and annoying snipers.
A maxim? So what. As Ost, I have a great mortar, as OKW I have Sturmpioneers and Kübels that can cap around the map and win against cons with ease.
A Soviet T2 means Medic HQ as OKW is a must. Flak HT is my absolute favorite unit after the patch, and LeIGs can deal perfectly with support weapons. Fire them up or smoke them, everything is possible.

You can't flank maxims when I have more maxims than you have infantry.
And if you go mortars/isg's, I'll cap the map and destroy you with a t70/t34.
I think okw is already way too similar to ostheer. Giving them pak40 like gun goes a long way into breaking uniqueness of factions even more. Honestly, I would definitely rather come back to shreck blobs with no snare than give okw another ostheer copy paste. There is no point in ballance if all that differs factions is their name.

This is the Rak we're talking about, the singular unit in coh2 thats hated by everyone.
No one enjoys using the raks. No one enjoys fighting them. No one wants it's primary use to be shooting arty and retreating to base.
Uniqueness can be maintained without turning atguns into the abomination that is the rak.
This sums up my view of the rak, and the "uniqueness" argument:
When I told miragefla how the maxim felt post march 2017 nerf but pre GCS patch, I told him "it felt like a shitier 50 cal". But it was not changed for the patch, and the justification was they didn't receive enough feedback IIRC. I understand I'm just 1 person, but was I wrong about it? Same arc, weaker suppression, slower setup time. Sounds like a shitier 50 cal.
While I can't, nor want to reply to everything you said, as the resident maxim/hmg "enthusiast", I will tell you about this part of coh2's balance history.
Prior to GCS, maxims were broken OP, to the point several top players were practicing maxim based strategies for the tourney. It was thus including in the scope of the GCS patch, and I was asked for input, based on my history with the unit.
However, I was the only player to help in this regard, and my ability to spam maxims is only equal to my inability to incorporate them in a normal build: In English, I could help with fixing the spam, but not with fixing the maxim as the support unit it was supposed to be.
Thus, we managed to "balance" the spam but due to the maxim's nature (6 man, fast retreat etc) the unit itself was broken in its support weapon role. However, the limited goal of preventing maximspam from dominating the tourney was achieved, which in a small way, was a victory (this is my personal opinion and mine alone).
Currently, the maxim is yet again buffed, and yet again it's possible to spam it to victory.
It is my personal belief that you cannot have a balanced maxim support weapon without an overpowered spam unless you significantly overhaul the maxim.
Because I am not without ego, and like to offer some proof to my claims, here is a replay of me using maxims in the current patch:
The gist of all this, is that you don't know everything that goes on into creating the balance patch: From relic scope, to player input to human error, there are factors at play which makes things more complicated than they appear.
As a final aside, the .50 call is the second best HMG in the game, so calling the maxim a "Shittier" .50 call is not stating anything.
your right about the flame car, depend on the map, since small arms and mines can kill it tho.
but it never have the impact a luch does. but when i play okw sometimes i go an at gun just becouse of the flame car that is coming.
t70 come very late, u got already snares, mines, and a luchs which is a soft counter,

aec - is a light veciule coutner, it does almost no dmg to infantry same thing with stuart,
and osther got snares, and mines which kills in 1 hit some of these.
I'll clarify: vs okw, UC and flamecar generally forces a rak (as you always do) since other ways aren't reliable enough.
Vs ostheer, t70, aec, stuart etc are all enough to harrass infantry on the map and forcing retreats. You have soft counters (tellers) but those, again, aren't reliable enough.
Therefor, most ostheer players (myself included) go pak40 vs these threats.
The same is currently true for the luchs: you have soft counters, but you need an ATG to reliable stop the threat in time.
Impact of luchs is greater sure, but forcing 270-320 mp into a pure AT unit for axis cannot be underestimated.
I would rather see similair things happening to UC etc, so I don't have to rush ATG's as the axis factions either.
