The upgrade is incomparably more potent then volks stg, why should it cost the same or less?
Especially now that volks and PFs cost almost exactly the same.

That's less then 4% cost difference.

For gameplay, it's unfair for centaur to be inferior because UKF simply got no indirect fire to counter infs and team weapons without certain commanders. Centaur should shoulder the tasks that rocket art do in other factions except USF.
But now, Ostwinds performs better in wiping multiple squads, countering light tanks and hunts retreating units.

To be honest, the reason is simply that the list of changes is huge, and a lot longer than originally intended, and no one brought it up so it just got overlooked. Changing their deployment cost seems fair. Can't promise to get it in this patch (as it's already quite convoluted) but perhaps it can be changed in one of the follow up patches or the next big one.

To spread a bit more info to your realization on the E8s AI, if memory serves it has by far the best durability and pen of allied premium mediums (this is represented in your results) so it's lowered AI is definitely justified.
