But then again, if 400+ rank players haven't managed to get to that top 100, they likely haven't improved enough to actually deserve being there, recent Legends data shows that players below top 200-400 are forever noobs and only a handful of good players play coh2, all of them already being on the ladder, fighting for ranks.

Rank wiping is great and I support it, but we can't wipe elo. The shit storm of great players being matched with kittens to kill would be terrible.
I don't see any difference with what happens today. My shitty ELO took me to great lenghts and distances on the ladder, and the likes of Paul.A, Luvnest and Hans already had the pleasure of destroying my pitiful forces in varied ways and strategies.
Seriously, though, AchtAchter's, CieZ's and Cabreza's are nice ideas.
