In 1v1, OKW.
In 2v2 Wehrmarcht, not sure.
And in random team gamethe faction with best artillery or best Tank destroyer, so either Soviets (katyusha)/USF (Jacksons) /OKW (Walking stuka)

There is no distinct supreme faction in 1v1's.
Double OST is potent in 2v2s.
In large teamgames team doctrine comps are generally more important than the factions but diversity is always good.

Red Faction is very OP, they took down Ultor and later overthrew the EDF.
