Infiltration Grenades are still incredibly dirty cheap Assault Grenades. If increasing the cost to match is out of the question, what about a received accuracy penalty while the grenades are being tossed? That would at least encourage them to be used for ambushes or against weapon crews.

It wouldn't hurt if all granades used equal cost/power relationship when it comes to their muni price.

Same with all barrages and offmaps. There are many cases when a relatively cheap grenade/barrage is very powerful and sometimes the opposite is true. High muni cost and not much happens.
