They pretty much did the that with the last one though.
Even if they did remove the UKF the patch notes would still look like:
-Removed UKF for balance purposes
-Increased Crocodile Fuel cost by 50 cos fuck that thing in particular.

This was obvious from the question. New material: maybe unrealized commanders, maybe something else. Tournaments don't interest me at all, new patches make the game more boring and not interesting: removing the unique mechanic and features of the faction (instead of redesign / rebalance), removing maps. Factions are increasingly clones of each other.
For me, a new matreial would refresh the desire to play the game.

Also I agree that the game sadly becomes more and more shallow with every set of changes. But I don't think new content is enough to change this. Yes, relic made content has always been much better designed and interesting to use than community copy pastes, but there is still more potential in what we have than in a few new commanders. People just need to change the way they think when speaking of the changes and designing new things.
We need to think of ballance in terms of counters, not in terms of "OP" units. Nerfing everything to the ground or buffing it all over the board doesn't make game more interesting. There is a need for specialisation and uniqueness. In the end, deep inside, we don't want to use blend, "ballanced" units. We want to kill one powerful (or "OP") unit with its equally "OP" counter.
This is the design almost all good rts games used in the history of gaming. And even though coh2 started better in that regard, after many changes it became more blend than it predecessor.

Yes thank you. Honestly, now I would like to add Hungary to the game. After studying her weapons and tanks - I came to the conclusion that they have almost everything for a full-fledged faction. As a heavy tank can be added M44 TAS one on the map (as Tiger veteran) - as the last ditch, or SS King Tiger help. Hungary has its own anti-tank grenade launcher and even an anti-tank guided missile. There is also a 43M Lehel heavy armored vehicle on the basis of a tank (it would produce one and be used in combat)

So six community members will troll the crap out of some people at Relic. Sounds like an excellent foundation for a balance patch!
Last time something like that happened we got ost and sov defensive commanders.
