From p4 to KT all they CAN make is TDs and since it's the same unit you can't catch them off guard. IS mobility also plays a role, but yes, axis core armies consisting of stock super heavy tanks doesn't help balance, because it means that all allied factions need to have a reliable tool against these stock super heavies. It could all be balanced if Relic was capable of letting go of that "bigger is better" mentality for axis armies as there was a plethora of lighter armor that was equally effective, which led to current situation where allies have only 1 answer for all armor and no, putting in a unit exclusively to deal with heavies and heavies alone is a horrible idea, snek, as it creates bloat that serves no real purpose. What kind of ability? I'd go with something akin to sherman vet1. Multikill with single stone. -unit buffed -encouraged use of light vehicles -can't be blobbed as it'll net same results as now Only disadvantage of the idea is, it wouldn't do them much when there is no owned vehicle around. I prefer the second. We don't need to do endless buff loop. We need to bring mid and late game cons on the level of LMG grens, so they actually can contest any infantry. Axis elites roflstomp them so bad its not even funny, volks and grens outscale their high vet without any effort through weapon upgrades. Something that isn't DP-28 is needed at T3/T4 level to make them cost efficient infantry. Even the shittiest infantry in game, osttruppen, outscales cons now with LMG upgrade. It simply baffles my mind what kind of mental gymnastics were performed to get to the conclusion that doctrinal meme unit for early map control and recrewing team weapons should get weapon upgrade, but mainline infantry that is supposed to be army's backbone shouldn't after so many years of the exact same problem existing. This a completely different issue of conscripts and maxim performance. Gutting units stock performance for the sake of "I don't like its stock performance" is not the reason either. And no, its not different issue, its directly correlated, because penals are used not just because "penul op" meme, but because nothing else is viable alternative. I know you have a raging hate boner for every single soviet unit that doesn't require at least 60 muni investment to actually work, but for that move to even be viable consideration, penals would have to arrive at the same time as cons do as there would be absolutely no reason to ever go for them if they arrive later, cost more and still perform as shitty as cons since I hardly doubt you'd give them guards Mosins. Unless, you want to make SVTs stronger then they currently are, actually justifying that move and delay. Gutting their early game, even though going penals equals to giving up map presence already doesn't make much sense from any pov. In: COH2 Balance

In balance and meta way, you have no option if you don't want to lose the game. Bring cons and maxims to a usable level and THEN penals will become actually optional. If you have an option to drink a poison or an apple juice and you are fully aware which is which, is it really an option? I suppose you would consider that option and just drink the poison only to prove that 'choice' exists. In: COH2 Balance
