I agree with Sandreas, top 50 or 100 would be a better cut off point. The problem with excluding only the top 10 (even if people didn't abuse the system) is then the #11-30 people would be winning. The people in those positions aren't exactly underdogs, many of them are good enough to be top 10 but haven't played as many games.
