Its probably too late now for any suggestions because the patch is probably ready for release, but here's to future changes.
In the patch, both cons and penals will benefit from conscript repair package. This is a great change which adds versatility without making the ability too strong. It would be nice if conscript assault package got the same treatment where it would give access to ppsh for both cons and penals. Wehrmacht already has jaeger light infantry upgrade which affects grenadiers, panzergrenadiers and stormtroopers which is awesome and I don't see a reason why soviets shouldn't get the same privilege.

Oh yes. Cons got buffed and now people ask for Penals to get something more. And the vicious cycle for power creep continues...
PPSH on Penals would require aggressive play which would be costly, loss of AT and no easy way to close in outside of using clown car. However it gives the player choice as to conscript spam or Penal opening while leaving the opponent guessing. People keep complaining about mirrored factions but don't want anything different. |
I really personally like the idea of penals benefitting from both con repair and assault upgrade.
Imagine if it allowed penals to be upgraded with a single DP28, or a flamethrower. I think it would be badass. I mean, guards troops upgrade with 2 DP28s, and they come in at 2cp. Considering how penals will bleed more than cons because of their extra reinforce cost, maybe it would balance out.
The flamethrower is probably a bit much. And DP wouldnt fit an assault role either. Just a fanciful idea.
Maybe even just getting the multi grenade throw would be cool. Just to give them something extra. |
But the Conscript PPSh is worse than the Shock Troop PPSh, which they get 6 of with Airborne Guards instead of 4 with Conscript Assault Package. Hopefully it's more like the Jaeger Light Infantry Upgrade where the Panzergrenadier variant is significantly boosted.

I think they are doing internal testing for PPSH Penals using the conscript assault package. |
Also are PPSh supposed to be free for Airbourne Guards? I havent played soviets in a while but was trying to figure out when/why to choose SVT/PPSH instead of getting it free on Airbourne(SMG) and wait for mobile reserves. |
I think that would be an interesting idea. I like to have a "conscript focus" loadout in which all the commanders include con repair, and 2 of the three have assault package. I don't think it would be that OP because A.) Penals would bleed more on the approach because they have no way to get close quickly (no oorah) B.) Much more expensive than cons. and C.) they have no snare/ antitank capabilities once upgraded with ppsh (PTRS patched out of PPSH penals long ago).
Infact, considering all these things, I would just use conscripts to supplement penals if I went for a penal build anyways lol.
I was thinking the same thing, Penals would be powerful but expensive in cost and reinforce however with certain commanders it would give 2 possible openings. With Guards Rifle Combined, I was thinking hard hitting slow early game that is helped with Guards Rifle to fight back against LV. An M5 could be used to keep up mid game pressure while stalling for the KV1. The other commander was Soviet Reserve, it would work similar to Airborne for USF where both tech are "covered". The main draw back would be how MP intensive it would be around mid game. However you get mg and AT along with PPSH Penals. |
I started playing soviets again to try out the new units and changes. I was wondering if the only way to get Penal PPSH is with the weapon drop? Has there been any thoughts on making the assault package include Penals just like the repair ability. And one last question, what is the damage difference between the assault guard with thompson vs the airbourne with ppsh? |
Like the rifle company change. Playing against cpu, I am trying to go infantry heavy with both CPT and LT with the half track as support. It is a little clunky to heal but the reinforce radius is pretty good once you get vet2.
edit: Double flamer in halftrack seems to work fairly well. Question for those more knowledgeable. Is the range reduced while in the track? I know accuracy is worse. I am trying to see if on more open maps it would be better to bar up or use bazooka inside the half track. |
Can the tank commander upgrade on the e8 be tried out to give a +10 pen?
Current e8 have 200/165/155 pen, +10 mean 210/175/165, make it closer to the commet in term of AT (210/190/170). This can make the tank commander more attractive as an AT oriented upgrade compare to the AI top MG upgrade.
This actually sounds pretty good. Maybe remove sight for pen or just increase the overall cost. |
