Maxim spam like all other spams multiplies the strengths of the unit, but also multiplies it's weaknesses. Scout cars and halftracks can work, but they are predictable and take some time. The soviet player will bring out a counter to that in the form of AT guns or guards.
What they can't counter is snipers since all the counters to snipers are in T1. If you see any more then 1 maxim it is free reign to build a sniper or 2 or 3. They will have trouble chasing you down especially while lacking conscripts.
If you manage to stay in the game til armor rolls out the maxims become increasingly useless as without cons to nade tanks your tanks can move easily throughout the battlefield. Add the fact that he will probably drop a couple of them and you can even bolster your own army.
Maxim spam is only effective against a player who is unwilling to change his build order after realising the obvious weakness of their opponents build. You wouldn't try to fight 5 AT guns by getting a Panther would you?
They aren't giving information, because they are still testing things out. Things can still be removed and added to the game and they don't want to make any promises.
You should never go sniper when facing T1. Both the M3 and sniper excel at killing it. The german sniper is better in all other areas though.
Also grens excel at long range giving them good damage versus sniper at almost all ranges, unlike cons who will usually need to charge a sniper, Grens usually do a lot of damage if they stay focus fire on it as long as they aren't in green cover.
I don't want this. Not because it wouldn't help, but because it doesn't actually fix the real problems.Which are:
1. Left over fuel from not teching. Players can abuse the fact that they don't have to tech getting an advantage against those who do spend 100 something just to tech to T3 or T4. Giving Call-in only players a huge fuel advantage to spam their choice of call-ins.
2. Heavy tanks performing better then their worth in medium tanks. Having two tigers should compound their weaknesses, making flanks to their rears even more devestating. Instead multiple heavies still have huge health pools and deflect way too many shots aimed at their rear.
