Unlike other ATGs, it doesn't have a gun shield (which even if broken does offer some advantages), inferior range, slightly worse accuracy and penetration, and a worse scatter pattern due to the low gun height. I personally think the net sum puts it on equal terms with other ATGs since the last rework, with some distinctive advantages and disadvantages that should be kept for the sake of diversity, which is something to strive for as much as possible. I don't mind the retreat function at all and I think the current version is miles better than the cheesy stealth creep (and very unreliable at actual ATG duties) version that we had before. Units' performance is tied to timing, because timing is tied to the availability of appropriate and effective counters. That means that the earlier a vehicle comes out, the lower its durability is going to be. It's an easy concept. The 251 arrives at a very early timing where the enemy might not have an ATG (on the front line) yet, likely has yet to tech/upgrade infantry AT, let alone have access to a counter light vehicle. The M5s come at a time where both Axis factions can have a light vehicle that can deal with it, should have ATGs on the field already and have long since had access to Panzerschrecks. Therefor, it's only logical that the 251 (and 222) is/are more vulnerable to small arms fire while M5 (as well as other light vehicles/tanks) are not. In: COH2 Balance

Similar units (like OST 222 and OKW 221) can have different levels of performance because one of them arrives earlier. It's the core of the game. How exactly is that "lazy balancing"? Without going into detail of how scatter works, in short, the lower these numbers the better. There is also no statistical basis for your claims that Axis infantry has better DPS/accuracy or that they are effective at all ranges. Generally speaking Allied (mainline) infantry (except Cons) is statistically better across the board, although also more expensive to build and to fully upgrade. In: COH2 Balance

The suppression threshold in neutral cover is 0.2, the pin threshold is 0.6. Medium and heavy cover give a 0.5 and 0.1 received suppression modifier respectively. In: COH2 Balance

Even though it does make engagements more reliable/predictable, it can have the negative side effect of equalizing the cost of repairing (having to wait for engineers, having engineers and the vehicle out of the fight for long amounts of time) with the benefit of using a vehicle (no manpower bleed) too much. I don't consider this a problem for high value units like the Pershing and the Panther that got the same treatment, but it can be a problem for early game light vehicles that only have a short window to prove their worth. This was a big problem for the Kubel after it got the armor/health switch, and ultimately we had to fix this by giving it a damage reduction modifier, although it could be argued that the Kubel would also be the most extreme case because Sturmpioneers are obviously the most valuable early game engineer unit. But I could see this becoming a problem for the other "ultra" light vehicles too. In: COH2 Balance

The armor/penetration/damage/health system is already hard to understand for casual players as it is. And it'd be a huge nerf to heavies (against TDs) which they absolutely do not need, unless you'd effectively half the RPM of the TDs, in which case it'd be a completely over the top nerf for TDs versus mediums.
