The difference is when you play USF or UKF you are allowed to feed upgrades to your infantry while Penals and PzGrens can only get side-grades that make them almost completely useless for AI. Yes you do end up investing more ressources but the infantry you get scales way better and ultimately has more combat power than Penals and Pgrens. Your argument is completely meaningless to be honest, you can not get an infinite number of infantry units out. It´s not sustainable for your MP economy. It´s not muni or fuel that limits the number of infantry you have but MP. Give me 3 5 men tommies with double LMG over 3 Penals any day.
Penals and now pgrens dominate the field when they hit it allowing for more resources and then when their AI starts to falter they can fall into an AT role. The strat is just overwhelming AI shock units which wouldn't be a problem at all if they didn't also have built in AT to turn to.
I too prefer to take the unit that costs the most resources (an upgunned and bolstered Tommy squad costs what? A T70 worth of manpower and fuel on the unlocks alone and then a boat load of munitions? The humanity!) that's their design. Sink resources into this unit and it gets better! EFA design is different. And the attempt to bring them up to snuff with the overbearing design of WFA infantry has left them overpowered when they hit the field.
Recieved accuracy bonuses only applying in cover and cover providing a damage reduction only (25% yellow 50% green) in order to prevent the mindless a-moving of infantry.
Rifle Company barely actually helps the thing it's named after, Riflemen.
You get the M4A3E8 "Easy Eight" Sherman, that's pretty good I guess but isn't really related to Riflemen. You get M2 Flamethrowers for Rear Echelon squads(?), again, not Riflemen. Wow, Riflemen do get a discount sprint ability and flares. Of which, flares are the only somewhat useful thing for Riflemen (sprint itself would be too, but with the exhaustion debuff, it isn't really worthwhile). Oh yeah, and a random Wehrmacht commander even gets a better sprint ability for all infantry, and the ability to upgrade Grenadiers with better weapons.
Now let's get back to Rifle Company. You get an artillery barrage, which granted is actually pretty good (but cannot kill models, only injure to instant kill levels of HP). Honestly, there's so many better things can could go here to make it more Riflemen focused.
Rifle Company is currently a pretty awful commander. I think it should be adjusted to something along these lines (taken from my commander submission — just ignore the commander name and picture):

I like the overall commander ideas, but I think being able to get 3 Thompsons on a 6 man rifle squad who also gets smoke and frags and a snare might be a bit much...
Also I'd rather the e8 over the m10. I don't wanna see units disappear if we can help it and the e8 is actually a really great tank (seriously compare its stats to the t34/85 and youll see if anything the e8 is OP...) it's just the rest of the commander being kinda meh.
Go play into mid and late game without PaK above noob level.
You'll see why skipping tech as ost doesn't work very quickly.
Its cheap enough to backtech but expensive enough that skipping and rushing an Ostwind is good. Perma skip isn't expected, just delaying it to effectively knock 20 fuel and 200mp off the Ostwind timing.
Both big AT guns deal 32p damage do they not? Being able to half health a medium guaranteed is kind of a big deal... They are niche units for sure, but it's a giant fucking AT Gun..... of course they are! I don't feel they need any changes at this time. Both do their job tremendously but are simply out of meta
I think a lot of the problem with people saying the rak is spammable is combined with volks low price and trade effeciently. It's absolutely worth it as an okw player to have multiple raks camod between your blob and retreat path for anyone daring to chase you. It's cheap AND volks are cheap, meaning they are not difficult to get (it also helps that they come from t0 so 270 is the price you see and 270 is the price you pay)

Because you can engage tanks with minimal loss in AI. it's less for sure, but not really enough to warrant being at a loss if a tank turns up. It's certainly not a AT tank level of drawback (0.75 radius) so it's a fairly safe bet.

Not thar I give half a shit what you think, in my many posts on this forum there is evidence of me fighting for all factions, also against certain traits . Say was you will but I'm nothing if ny constant in my assertion that strong AI followed by AT is a serious design flaw you likley could search my post history and see me arguing against the PTRS penals on many occasions. I don't play competitively and I don't try andv hide that I play for the enjoyment of the game.
