*to call in infiltration units. Apparently their actual cost is less, but they are bumped up because they spawn out of buildings. The 4-man infiltration commandos are 440, but a normal 5-man commando squad is actually valued at 350 manpower (as seen through the vanguard ops regiment's glider). So the prices are jacked up to "compensate" for them spawning out of buildings.

The problem with this is that I can only derive these values from reinforcement cost and relic messed up with them in the past so they are not giving the real value of the squad. You need to know which units had their reinforcement cost changed and by how much. The patch notes can be a source of such information if you want it but maybe it would be better to just contact somebody more competent in stats than I am.

Is that the usual formula for unit costs? It does seem to fit in a lot of cases. I would just make it 300 flat though; 304 seems a bit silly.
reinforcement cost is usually = (Cost of unit/number of entities)*0.5
Some units like the PGs have a discount.
coh2 stat actually has the cost of each unit.

I think only some units should be changed. Making them basically act like Stormtroopers across all factions hurts unit diversity. There should be faction-wide consistencies, though, for example one faction requires weapon upgrades, but they come cheaper, recharge faster, etc, whereas a unit like Falls or JLIs do not, but are more expensive, or lack versatility.
