Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Honestly this will shake up the meta quite a bit I think. Look at soviet t1. Penal battalions get the best offensive veterancy in the game, but they could never use it for very long before they lost it. The soviet snipers would also lose his faster shooting vet once the sniper guy dies in the two man team.
conversely, squads are going to massacre no defensive veterancy units now. Like snipers. There is the usf fix for Ost sniper meta.

It means that terminator rifles were even stronger than realized, because they had the best defensive vet with nothing to counter act it.

itz just crazy how some axis players piss the boiling urine (raging) while no balance changes there. Vet applies to all units.

Doubtfully, because there was no advantage to it.
If anything, it greatly diminished effectiveness of low DPS squads, like cons or pre revamp volks.

The only way to really abuse this would be to fast retreat your units before they take any model losses if they were not able to completely overwhelm the enemy. I have seen some people do this, but I doubt they wholly knew how effective that could be.
