Do you think T1 and t2 as soviets will be viable with the price decrease?

Absolutely. You start with 20 fuel - if you tech T1, you have to wait for a whole 10 more fuel to tech T2. Maxims and snipers can be a thing.

80 Manpower and 10 Fuel is really cheap, at that point half the cost is having an Engineer at base building it and not out capping or whatever. I think T1 and T2 strats will be viable that way.

I can see players opening with a T1 strat for sniper play or a M3 rush then transitioning into T2 for the maxim and AT gun support. T1 -> T2 -> IS2/ISU152 used to be popular for a while before the call-in changes so it's a proven tactic.
