A common early game dilemma I have is this: 120 muni for Bar unlocks.
2 rifles. Should I give the 2 x bars to 1 rifle or 1 bar for each?

I would say one each but it can depend. Having them spread evenly is better in case you lose a squad or if asquad gets low and drops weapons. There is also the vet to consider. A higher vetted squad might benefit more from it and give more damage, but the bar will help lesser vetted squads vet up faster.

It comes down to play style. Putting both on one squad is higher risk, but potentially higher reward.

I usually hand out one to each squad, if I don't have enough then any additional squads will just follow the Lieutenant or a squad who does.
