It can tear down friendly UKF emplacement，and in custom game if play UKF vs UKF，you even could tear down enemy emplacement....

So basically what you're saying is teardown emplacement is perfectly balanced, as all things should be?

Problem is if you using UKF and your UKF teammates can remove your emplacement whatever you agree or not.

Problem is if you using UKF and your UKF teammates can remove your emplacement whatever you agree or not.
They can also do that with AT gun & ground attack. It's called team-killing and will lead to a timeban
